Department Definition

The Procurement & Contracts Department is responsible for the procurement and post-contract administration of all goods and services required by the various departments in order to support the Business in meeting Expo City strategic goals and objectives. This includes preparation and finalization of competitive tender processes, post contract payment certification, claims management, and contract change/ variation management.

Opportunity Responsibilities

The main responsibilities for this role include:

Strategic Responsibilities:

  • Contribute to the development and implementation of the Procurement and Contracts strategy by cascading it to action plans to ensure alignment to Expo City Dubai’s overall strategy.
  • Define the short, medium- and long-term goals and objectives for the function and agree with Head/Director, Procurement and Contracts
  • Consistently review Procurement and Contracts Strategy for process improvement to ensure alignment with Expo City Dubai vision and mission.
  • Support the Events and Entertainment team in preparing and overseeing yearly budget and strategy.
  • Develop and implement policy and procedures related to administration of contracts.
  • Define and prioritize departmental business objectives and KPI’s for Contracts - Tactical
  • Identify, analyze and respond to contractual and commercial risks.

Operational Responsibilities:

  • Manage the day-to-day operations of procurement function providing some guidance in the related area, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards.
  • Manage contract creation, execution and analysis for maximizing operational and financial performance and minimizing risk.
  • Establish, implement and manage the standard contract tendering and contractual documentation
  • Handle ongoing issue, change management and necessary modifications in the contract, ensuring both parties meet or exceed each other's expectations.
  • Work with suppliers and Expo City Dubai end user departments to achieve commercial closure for all Tactical Projects
  • Manage the day-to-day commercial activities of Tactical Projects in conjunction with all stakeholders during their post contract phase.
  • Administer a Change Management Process to control all departmental budgets including liaison with end user departments and finance.
  • Maintain Contractual records & documentation and ensure Contract close out, extension or renewal.
  • Monitor and report against departmental budgets (set by others) in conjunction with Expo City Dubai finance.
  • Act as initial Expo City contact for all commercial issues related to contractual disputes and claims and liaise with the Expo Claims Management Team (when appointed)
  • Liaise with Expo City Dubai finance department to receive all relevant cost data for incorporation into the Programme Cost Report
  • Input into development of ERP system to enable them to capture and manage cost data necessary for the automatic development of all requisite Programme Cost Reports
  • Observe and follow the requisite processes as set forth in the department’s Governance Manual and feedback for its continuous improvement as required.
  • Monitor and report on supplier performance and facilitate regular performance reviews with stakeholders in order to assess value and quality of supplier services / products and inform decision-making on future collaborations.

People Responsibilities:

  • Aid in the leadership of the Tactical section responsibly and proficiently, providing effective line management to direct reports.
  • Provide visible leadership to the division and across the organization to key stakeholders
  • Continuous improvement of skills and capabilities through appropriate learning and development initiatives.
  • Embed the culture and vision of Expo City Dubai in to the Procurement and Contracts function through performance management, feedback and coaching. Set objectives and KPI’s for all direct repartees and provide appropriate performance feedback in line with Expo City Dubai performance Management cycles.

Skills

Minimum of 10 Years Procurement and Contract Management experience as well as:

  • Minimum of 5 Years MUST experience, including demonstrated ability to provide guidance on procurement, contractual, legal and financial issues related to Events and Entertainment Projects
  • University degree or equivalent professional qualifications in Law/Finance/Management
  • Memberships in professional societies/organizations
  • Demonstrated Experience in risk identification and management
  • Economic – Associated with the assessment of value for money and cost effectiveness in design relying upon analysis and evaluative techniques necessary for costing, measurement and valuation.
  • Legal – based upon a general knowledge of law and specialist knowledge of the law of contract. Experience in contract administration and in the advice and settlement of contractual matters, disputes and claims
  • Technical – A knowledge of the life cycle project process
  • Managerial – the ability to organize the work associated with the project process and to influence others, together with skills of an administration function.
  • Experience in Program Planning
