Department Definition

The Real Estate Developments division is responsible for the development and delivery of operational for the real estate projects at Expo City Dubai. The team is responsible for implementing the development strategy for Expo City Dubai and works with variety of stakeholders from the master planning phase, through design and construction, to ensure the delivery of large-scale construction projects. The Procurement & Commercial Department is responsible for the procurement and post-contract administration of all goods and services required by the various departments in order to support the Business in meeting Expo City real estate strategic goals and objectives. This includes preparation and finalization of budget control, competitive tender processes, post contract payment certification, claims management, and contract change/ variation management.

Opportunity Responsibilities

The main responsibilities for the role include:

 Strategic and Performance Management Responsibilities:

  • Define the short, medium- and long-term goals and objectives for the function and agree with the head of function / line manager
  • Consistently review strategy for process improvement to ensure alignment with ECD vision and mission.
  • Support the head of function / line manager in preparing and overseeing budgets, stage gates, change management, reporting etc.
  • Assist in development of policy and procedures related to administration of contracts
  • Define and prioritize departmental business objectives and KPI’s for Contracts
  • Identify, analyse and respond to contractual and commercial risks.

 Operational Responsibilities:

  • Work with suppliers and Expo City end user departments to achieve commercial closure for all Projects.
  • Manage the day to day commercial activities of all Projects in conjunction with all stakeholders during their post contract phase.
  • Administer an Interim Payment Certificate (IPC) process with Expo City end user departments, Expo City Finance and suppliers.
  • Administer a Change Management Process to control all departmental budgets including liaison with Expo City end user departments and Expo City Finance.
  • Monitor and report against departmental budgets in conjunction with Expo City Finance.
  • Obtain benchmarking, additional quotes and liaise with the cost teams to substantiate changes / variations.
  • Schedule and manage weekly commercial meetings with project team and ensure timely issuance of CAR’s, AVI’s, IPCs, Cost Reports, Cashflows etc.
  • Act as initial Expo City contact for all commercial issues related to contractual disputes and claims and draft associated letters in liaison with ECD Legal.
  • Implementation of appropriate contract closeout in a timely manner.
  • Liaise with Expo City Finance to receive all relevant cost data for incorporation into the Programme / Project Level Cost Reports / Cashflows.
  • Input into development of ERP system to enable them to capture and manage cost data necessary for the automatic development of all requisite Programme Cost Reports.
  • Observe and follow the requisite processes as set forth in the department’s Governance Manual and feedback for its continuous improvement as required.
  • Ensure corporate governance is being adhered to at all times.

 People Responsibilities:

  • Aid in the leadership of the function, providing effective line management to direct reports.
  • Set objectives and KPI’s for all direct reportees and provide appropriate performance feedback in line with Expo City performance management cycles.
  • Ensure that Contracts staff have the required skills and capabilities through appropriate learning and development initiatives.
  • Embed the culture and vision of Expo City in to the
  • Commercial function through performance management, feedback and coaching.

Skills

8+ years relevant experience, including demonstrated ability to provide guidance on contractual, legal and financial issues related Projects as well as:

  • A qualified bachelor's degree, preferable in a relevant field
    Memberships in professional societies/organizations
    Demonstrated Experience in risk identification and management.
  • Economic – Associated with the assessment of value for money and cost effectiveness in design relying upon analysis and evaluative techniques necessary for costing, measurement and valuation.
  • Legal – based upon a general knowledge of law and specialist knowledge of the law of contract. Experience in contract administration and in the advice and settlement of contractual matters, disputes and claims
  • Technical – A knowledge of the life cycle project process
  • Managerial – the ability to organize the work associated with the project process and to influence others, together with skills of an administration function.
