Opportunity Responsibilities

The HSE Manager role will work closely with the Vice President Assurance – HSE and Worker Welfare managing the HSE & Worker Welfare programmes and associated plans, milestones, projects, processes and functional KPI’s, to ensure alignment with the overall vision for the organisation.

The HSE Manager will work with the ECD HSE functional leads in providing assurance for departmental HSE planning, delivery, and alignment to divisional and authority HSE KPI’s.  The HSE Manager will work with the ECD HSE functional leads in providing assurance for departmental HSE planning, delivery, and alignment to divisional and authority HSE KPI’s.  

This role will be responsible for the development and implementation of effective HSE and Worker Welfare Assurance policies, procedures, systems, and services and to provide and maintain the highest level of HSE and Worker Welfare awareness, occupational health and injury prevention across all of the Expo City Dubai Authority operations and functions.

The main responsibilities for this role include:

Strategic Responsibilities

  • Conduct HSE & Worker Welfare with research and development for the new ECD Authority HSE model. This will encompass working with external stakeholders to understand regulatory and licensing requirements
  • Develop an ECD Authority HSE Communications Plan, working closely with the Sustainability and Assurance Manager responsible for divisional communication and the ECD Communications and Marketing teams
  • Develop and deliver a clear and effective HSE and Worker Welfare Assurance programme, including the implementation of an in-depth inspection and audit plan, ensuring compliance with UAE legal requirements and worker welfare labour laws. Including assurance against ECD departments with a particular focus on Community Management, Site Development & delivery (SD&D), Education & Culture and Entertainment & Experience
  • Develop and coordinate Environmental Monitoring through all operational projects delivered by internal and external stakeholders
  • Developing relationships with HSE divisional leads, creating positive engagement and operational alignment and direction across all ECD divisions and functions
  • Interpret UAE legislation, translating this into ECD Operational plans and ensuring effective implementation and enforcement
  • Act as the ECD Authority HSE assurance focal point between divisions and functions.

Operational Responsibilities

  • Support the VP Assurance – HSE & Worker Welfare in the development of the ECD Authority HSE framework and delivery model, focusing on Authority accountability and divisional responsibilities
  • Working closely with the ECD Authority Business Compliance function in the development of the regulatory and licensing framework
  • Support the VP Assurance – HSE & Worker Welfare in the ownership and development of the HSE, Event Management, Environmental and Worker Welfare policies and assurance standards. Taking ownership for the management and implementation of the ECD Authority Assurance Standards
  • Coordinate health surveillance activity through all ECD Authority activities and operations
  • Support the VP Assurance – HSE and Worker Welfare with the introduction of a sustainable approach to operational HSE planning and delivery, introducing best practice and maximizing the use of smart technologies
  • Support the HSE and worker welfare decision making to develop a positive operational HSE and worker welfare culture, throughout all divisions and functions, projects and events
  • Work closely with tenants and 3rd party contactors, to endure compliance with ECD Authority Assurance standards, licensing requirements and any UAE regulatory requirements
  • Responsibility to lead incident investigations into accidents and incidents resulting in major injury or legal non-compliance, identifying immediate, underlying and root causes, necessary actions and lessons learned, reporting back to the VP Assurance – HSE and Worker Welfare
  • Coordinate the documentation review process for all ECD divisions and functions, projects and events, ensuring all risks are identified and mitigation plans in place to reduce and manage risk, where necessary
  • Provide assurance on the divisional resourcing, ensuring sufficient and competent coverage and support is in place and available at all times
  • Implement internal periodic HSE performance reviews for ECD divisions and functions, inc. their stakeholders, service providers and contractors
  • Provide HSE assurance over the HSE plans for in relation to operational risk management for projects and events.

People Responsibilities

  • Provide coaching, mentoring and training to divisional HSE leads and functional staff
  • Ensure that all staff acquire the required skills and knowledge through appropriate learning and development programs
  • Provide visible leadership to the division and across the organization to key stakeholders
  • Regularly communicate, formally and informally, to internal stakeholders in relation to ECD Authority HSE Management
  • Lead and champion functional HSE meetings providing inputs and updates relating to ECD Authority HSE and Worker Welfare performance, challenges and achievements.

Skills

6+ years of experience of working at major multi-functional business and/or in the direct provision of services for public facing, entertainment, and hospitality projects as well as:

  • Experience in working within the GCC region and a clear understanding of UAE HSE and Worker Welfare Legislation
  • Bachelor’s degree in health and safety management or equivalent
  • Professional HSE certifications and / or accreditations from local or internationally recognised HSE organisations
  • Experience in working in a multi-cultural organisation
  • Experience and expertise in assisting an organisations evolution through several different phases of HSE implementation
  • The ability to operate in a dynamic working environment, handling multiple tasks and deadlines
  • Experience in Venue Design, or operational management experience, preferably in a large-scale public community
  • Experience in construction activities, temporary structures, temporary power, rigging and other overlay activities within the event industry
  • Exceptionally well organised with detailed planning skills / knowledge
  • An ability to adapt to the developing needs and changing demands of a high pressure and high-profile project
  • Proven ability to influence key decision makers
  • Demonstrate excellence in interpersonal and communication skills, both written and verbal.
  • Extensive experience in the development and implementation of HSE plans, policies, procedures, and systems.
  • Full understanding of HSE compliance responsibilities.
