Department Definition

As part of Expo City Dubai, the Community Management Division is responsible for providing world-class community services and customer satisfaction, in addition to managing all operational aspects of the Expo City Dubai master community, buildings and tenants.

Opportunity Responsibilities

The main responsibilities for this role include:

Strategic Responsibilities:

  • Develop and implement strategic objectives and execute them ensuring alignment with the broader organizational goals.
  • Introduce and uphold best practices in the planning and delivery of Facilities Management services.
  • Take overall responsibility for the development, performance, and management of tenants, properties, and assets within the community, ensuring adherence to best-practice and governance procedures.
  • Ensure compliance with all legal/statutory requirements and professional obligations.
  • Oversee the development and continuous review of integrated plans for the Facilities Management function ensuring operational readiness and compliance with regulations.
  • Manage all aspects of financial oversight within the function, including budgeting and cost control.

Operational Responsibilities:

  • Direct the day-to-day operations of the Facilities Management division, focusing on Maintenance and Soft Services.
  • Continuously assess and improve the delivery of services.
  • Implement innovative solutions and technologies to enhance operational effectiveness and tenant satisfaction. Ensure that services are delivered on time, within budget, and to the highest standards.
  • Develop and oversee comprehensive operational plans and schedules. Ensure that all maintenance and service activities are well-coordinated and executed without disrupting tenants' activities.
  • Establish and maintain high-quality standards for all operational activities. Regularly inspect and evaluate the work done to ensure compliance with both internal standards and external regulatory requirements.
  • Develop and implement effective emergency response procedures. Be prepared to lead the team in crisis situations, ensuring quick and efficient resolution of issues while minimizing impact.
  • Oversee the allocation and utilization of resources, including personnel, equipment, and materials. Ensure optimal use of resources for maximum efficiency and cost-effectiveness.
  • Develop and track key performance indicators (KPIs) to measure operational efficiency. Regularly report on operational performance to senior management, providing insights and recommendations for improvements.
  • Foster a culture of innovation and continuous improvement within the operational team. Encourage the adoption of best practices and new technologies to stay ahead in facilities management.
  • Oversee energy management initiatives, aiming for cost-effective and environmentally sustainable operations.
  • Implement green practices and technologies to reduce the carbon footprint and promote sustainability.
  • Regularly conduct comprehensive facility audits and inspections to identify areas for improvement. Ensure that facilities meet all regulatory standards and operational excellence benchmarks.
  • Leverage technology to streamline operations. Implement and manage facility management software systems for better tracking, reporting, and operational efficiency.

People Responsibilities:

  • Provide dynamic and inspiring leadership to all direct reports.
  • Establish clear lines of communication and management structures to ensure efficient team operations. Lead by example, demonstrating a commitment to excellence and integrity in every aspect of the role.
  • Develop and implement a robust performance management system. Set clear, measurable objectives for each team member, aligned with the division’s goals. Regularly evaluate performance, providing constructive feedback and addressing any issues promptly and fairly.
  • Offer visible leadership within the division and across the organization.
  • Champion a strong focus on staff development. Design and implement comprehensive training programs tailored to the specific needs of the team. Encourage continuous learning and professional growth, ensuring that staff have the necessary skills and knowledge to excel in their roles.
  • Maintain a strong presence within the division and across the organization. Be approachable and available, fostering open communication. Lead divisional meetings, workshops, and team-building activities to strengthen team cohesion and morale.
  • Implement a succession planning strategy to identify and develop future leaders within the team. Ensure that there is a pipeline of talent ready to step into key roles as needed.
  • Continuously monitor the overall performance of the Facilities Management team. Identify areas for improvement and implement strategies to enhance efficiency, productivity, and job satisfaction.

Skills

10+ years of experience in facilities management or a closely related industry as well as:

  • Bachelor’s degree in Facilities Management, Business Administration, or a related field.
  • Demonstrated expertise in managing large-scale community or facilities management projects.
  • Strong understanding of event management and operational logistics.
  • Knowledge of revenue generation strategies within the facilities management sector.
  • In-depth knowledge of operational divisions within facilities management and their interrelations.
  • Attention to detail in record-keeping, data analysis, and operational efficiency.
  • Ability to oversee multiple projects, understanding complex organizational structures.
  • Experience in strategic program planning and management within facilities operations.
  • Proven track record of effective departmental program support.
  • Demonstrated ability in hands-on operational delivery and report writing.
  • Skills in high-level stakeholder engagement and senior community collaboration.
  • Proficiency in staff performance evaluation and goal setting.
  • Excellent time management and the ability to work flexibly, including shift patterns and out-of-hours work as required.
