Department Definition

The Real Estate Developments division is responsible for the development and delivery of operational for the real estate projects at Expo City Dubai. The team is responsible for implementing the development strategy for Expo City Dubai and works with variety of stakeholders from the master planning phase, through design and construction, to ensure the delivery of large-scale construction projects. The Procurement & Commercial Department is responsible for the procurement and post-contract administration of all goods and services required by the various departments in order to support the Business in meeting Expo City real estate strategic goals and objectives. This includes preparation and finalization of budget control, competitive tender processes, post contract payment certification, claims management, and contract change/ variation management.

Opportunity Responsibilities

The Main Responsibilities for this role include:

Strategic Responsibilities:

  • Contribute to the development and implementation of the Procurement & Commercial team strategy by cascading it to action plans to ensure alignment to Procurement & Commercial Department strategy and Expo City overall strategy
  • Oversight of all Expo Real Estate Developments cost and contract commercial activities.
  • To determine and articulate the strategic direction and priorities for the Contracts function.
  • Overall responsibility for managing Contracts function performance objectives.
  • To participate in Claims Committees on issues of contract scope, employer rights, vendors commitments and entitlements, policies, strategy, negotiation etc.
  • To provide overall commercial guidance on compliance with contract requirements and lead the achievement of contract terms and milestones whilst identifying and exploiting commercial opportunities from changes in scope and requirements.
  • Assist in the development of contracts manuals and DoA’s.
  • Implement cross department efficiencies as agreed with Department head

 Operational Responsibilities:

  • Manage and oversee the day to day running of the Contracts team including accurate cost estimates, cost plans, value engineering/management and control budgets for each stage of the development lifecycle of all developments.
  • Management of consultant and engineer commercial teams.
  • Oversight and be responsible for the preparation and issuance of all commercial reports / presentations.
  • Ensure the implementation of appropriate post contract commercial, contract and closeout procedures.
  • Review all Real Estate and Development contracts in line with delegated authority
  • Coordinate with internal and external stakeholders to establish, implement and manage appropriate budget and commercial control systems.
  • Coordinate with internal and external stakeholders to establish and manage the change control process on all projects and developments.
  • Oversee the validation of change management documentation.
  • Identify, analyse and respond to contractual and commercial risks.
  • Evaluate and implement options to avoid or reduce claims from consultants and contractors.
  • Assess validity and value of claims and manage resolutions of contractual claims and disputes including interactions with internal stakeholders.
  • Assist internal legal affairs with the management of any dispute proceedings.

 People Responsibilities:

  • Lead the division responsibly and proficiently, providing effective line management to direct reports
  • Set objectives and evaluate performance of individual direct reports and actively manage key personnel issues
  • Advise internal team on cost, procurement, contractual, commercial and risk matters
  • Build strong working relationships with key consultants and contractors to ensure any on-going performance issues are resolved as quickly as possible
  • Provide guidance and development to internal team, encouraging individual development
  • Help the team to identify development needs and put together action plan, then monitor and review

Skills

12+ years Procurement & Contracts experience with
strong understanding of the UAE market and international best practice as well as:

  • Degree qualified, preferable in a relevant field
    Commercial background to negotiate large contractual negotiations with vendors and contractors
  • Significant experience in Procurement and Contracts
  • Demonstrate strong planning and organization skills
  • Demonstrate leadership skills
  • Strong written and oral communication skills
  • Excellent verbal and written communication skills
  • Ability to translate the overall business strategy into achievable objectives that are readily understood by members of the team
  • Self-starter with healthy and productive influencing ability
  • Ability to build constructive and effective relationships
  • Adaptable and can deal effectively with changes in the work environment
  • Strong analytical skills, having the skill and ability to collect, organise, synthesise, and analyse data and summarise findings
  • Understanding of the shared services environments and the integration between contracts, procurement and finance functions
