Department Definition

As part of Expo City Dubai, the Community Management Division is responsible for providing world-class community services and customer satisfaction, in addition to managing all operational aspects of the Expo City Dubai master community, buildings and tenants, and is made up of six major departments: Community Services, Facilities Management, Security, Support Services, Community Control Room, and a Centralized Management Office. Expo City Facilities Management Department is responsible for the safe and efficient running of all essential services to our community tenants and visitors. Facilities management is responsible for the maintenance and upkeep of buildings and public spaces to ensure they meet legal requirements and health and safety standards.

الوصف الوظيفي

The primary purpose of the Senior Manager – Master Community role is to responsible for measuring performance and end user satisfaction in line with the contract schedule and contracted key performance indicators. The role whilst ensuring the above is to optimize the performance of given appointed service providers through effective management employed to carry out the role. The role applies to community managed common areas owned by Expo City.

The main responsibilities of the role include:

Strategic Responsibilities

  • Lead and oversee the management of up to 750 blue collar staff per shift.
  • Direct responsibility of department budget of an annual forecast of AED 70 million dirhams, including all aspects of Profit/Loss review within Facilities Management, and the ability to drill down on every cost and revenue element to determine the source detail.
  • Overall accountability for the contractual management and performance of Hard Services (including CAFM management and Help Desk services), Soft Services, Site Landscape, Site Pest Control and Site Waste.
  • Ensure Daily, weekly and monthly auditing and management of all Service Provider work plans and performances through KPI’s as agreed in the management contracts are presented to enable service provider payments
  • Ensure all contractual obligations are measured.
  • Ensure adequate management is on duty at all times through the service provider including nights.
  • Perform weekly and monthly management meetings with all contracts with an agenda of performance. CAFM should be used as a tool for this.
  • Use team specialists to audit PPM performance and/or scheduled maintenance in key sectors.
  • Develop, review and improve annual budget submissions.
  • Manage budget expenses relating to any additional works through service providers following internal agreed policy.
  • Manage spares stock and procurement process of spares.
  • Manage and review monthly threshold agreement to ensure fair use.
  • Develop and oversee energy saving strategies.
  • Streamline processes.
  • Review, manage and assess mobilisation programs

Operational Responsibilities

  • Perform FM Duty Management roles covering site wide accountability of FM activities including all common areas with accountability for all service providers.
  • Taking DOA responsibilities for emergency situations during a duty shift.
  • Problem solve any community space issue on site through the service provider.
  • Escalate issues arising from Operations.
  • Liaise with internal and external stakeholders.
  • Review community spaces drawings, calculations and materials.
  • Liaise with Sub Contractors, Government officials and relevant parties to identify and solve problems and any other matters to ensure smooth implementation of project.
  • Ability to direct inspections and achieve compliance with contracts, construction plans, materials and specifications.
  • Ability to interpret, enforce applicable laws, ordinances and standard relative to the construction.
  • Maintains overall knowledge of: drawings, specifications, general contracts and time schedules.
  • Manages the responses to design RFIs and review/comment on change orders.

People Responsibilities

  • Set objectives and evaluate performance of individual direct reports and actively manage key personnel issues
  • Ensure that all staff acquire the required skills and knowledge through appropriate learning and development programs
  • Provide visible leadership to the division and across the organization to key stakeholders
  • Health and Safety Responsibilities
  • Ensuring that all company policies and procedures are adhered to, specifically to include all responsibilities and accountabilities associated with the Expo City Dubai Health and Safety Policy and assurance standards.

المهارات

Minimum of 8 - 10 years of relevant experience as well as:

  • Bachelor’s Degree, BSc / BENG Engineering and Management
  • Excellent knowledge of revenue-generating/saving methods in relevant industry and ability to initiate new ideas and best practice.
  • Experience in dispute management.
  • Extensive knowledge across other city operation divisions and subdivisions as well as dependencies with other additional areas of the business.
  • Attention to detail and efficiency in accurate record-keeping and data analysis.
  • The ability to work across multiple mobility projects with knowledge spanning across a broad organizational structure as well as dependencies with other business operations.
  • Specific experience in program planning and management.
    Project support for an extensive departmental program is a necessity.
  • Proven ability to deliver on-the-ground operations and written reports.
  • Collaborate with community stakeholders at Senior level
  • Evaluate staff performance, setting local and career goals
  • Ability to use time productively and efficiently.
