Department Definition

The Engagement Division is responsible for driving strategic engagement programs and initiatives that support Expo City Dubai’s objectives, delivering commercial, educational, and social value. These initiatives include attracting local and international entities to set up their headquarters within Expo City; developing programs that contribute to the transfer of knowledge and exchange of experiences; enhancing the City’s positioning as a hub of excellence and a center for innovation, education and sustainability; developing strategic partnerships; and integrating businesses, SMEs, educational entities, students, and innovators as part of a cohesive ecosystem.

Opportunity Responsibilities

The Senior Programme Manager is responsible for planning, implementing, tracking and closing projects successfully and ensuring these are fully integrated within the overall engagement programme. The main purpose of the role is to ensure that the department’s programmes are completed on time, within budget and to the satisfaction of all stakeholders and clients, and to ensure that all parties are aligned and are working towards a common goal. The ultimate objective is to deliver projects that meet the needs of the department and to coordinate activities between multiple projects.

The main responsibilities for this role include:

Strategic Responsibilities

  • Develops mechanisms and platforms to ensure that all team members are able to integrate, work together and co-ordinate their efforts to achieve divisional goals
  • Focuses on implementing strategic tasks that align new programmes with the Engagement strategy and goal
  • Integrates the project leads’ deliverables
  • Defines the programmes governance arrangements

Operational Responsibilities

  • Defines project objectives, scope, roles and responsibilities
  • Develops the divisional programme plans, milestones, deliverables and budgets
  • Manages and tracks interdependencies
  • Identifies and manages project risks and implements risk mitigation strategies
  • Monitors and reports on the achievement of these milestones and deliverables
  • Manages change control
  • Communicates project status and generates dashboards and reporting packs for the divisional projects and programmes
  • Manages the third-party contributions to the programme and ensures effective quality assurance
  • Creates and manages the programmes budgets
  • Tracks and reports on spend
  • Initiates extra activities and other management interventions when gaps are identified or issues arise
  • Lead and integrate projects specifically assigned to them
    Aligns or realigns deliverables with programme objectives
  • Drafts documents, templates, presentations etc. as required
  • Communicates with programme stakeholders
  • Identifies opportunities for process improvement and implements changes to increase efficiency and effectiveness
  • Conducts post-project evaluations and identifying opportunities for future improvement
  • Any other duties as required

People Responsibilities

  • Lead the team responsibly and proficiently, providing effective line management to direct reports
  • Set objectives and evaluate performance of individual direct reports and actively manage key personnel issues
  • Ensure that all staff acquire the required skills and knowledge through appropriate learning and development programmes
  • Embed culture and values by role modeling organisational behaviours through excellence, performance management, feedback and coaching
  • Encourage frequent knowledge sharing between team members

Skills

8+ years of experience of programme and project management as well as:

  • Bachelor’s degree or equivalent
  • Professional Diploma/Certification in Project Management
  • Effective leadership, communication and intrapersonal skills
  • Commands respect and creates a sense of community among members of the project teams
  • Sound knowledge of techniques for planning, monitoring and controlling programmes
  • Good understanding of procurement processes including negotiation with third parties
  • Excellent knowledge of programme and project management methods (e.g. MSP, Prince2)
  • Able to find ways of solving or pre-empting problems
  • Highly organized, with excellent attention to detail, time management and a proven ability to meet deadlines
  • Proactive nature
  • Able to respond quickly to change and adapt to a fast-paced internal environment
  • Advanced MS Office skills
